A legislator, or an organization they're associated with (where they or their immediate family are a managerial employee, director, officer or trustee, or own 10% or more), files a statement with the Ethics Commission before bidding on a contract with a state agency (1 MRSA §1016-D). These are those statements, as the Commission publishes them each year. Filing one is what the law asks; it isn't a finding of anything.
